Nebenzia made these remarks during an extraordinary emergency session of the United Nations General Assembly on the Palestinian issue, held on Wednesday evening. He emphasized that the United Nations has no authority to grant Israel an absolute mandate for a ground operation in Gaza.

An end to bloodshed
He called for an end to bloodshed in the Middle East, seeking to prevent the crisis from spreading throughout the entire region, advocating for a diplomatic solution.

Furthermore, he pointed out, "The Russian Federation cannot turn a blind eye to the blatant violations of international humanitarian law committed by Israel in the Gaza Strip," emphasizing that "entire neighborhoods have been razed to the ground."
