Hamas, the Islamic Resistance Movement, confirmed that the occupation continues to restrict the entry of aid into Gaza despite the commencement of the second phase of the ceasefire agreement.

Hamas spokesperson Hazem Qassem said in a press statement on Tuesday that “the criminal Zionist enemy is still severely restricting the entry of aid into the Gaza Strip, and there has been no improvement in aid access despite various parties announcing the start of the second phase of the ceasefire agreement.”
He added: “With the Gaza Strip being affected by a new weather depression, the catastrophic conditions of displaced people living in tents that offer no protection from the cold or rain are worsening. In addition, the criminal occupation is preventing the entry of fuel and gas except in very limited quantities, thereby violating the ceasefire agreement.”
Qassem noted that the wide-scale restriction of aid exposes the falsity of the claims made by the Zionist occupation and the Civil and Military Coordination Center regarding the number of aid trucks entering the Strip, stressing that the actual numbers are less than half of those announced.
Israeli occupation forces also prevented dozens of Palestinians from returning to the Gaza Strip via the Rafah Crossing, in a new violation of the ceasefire agreement, amid shocking testimonies given by returnees upon their arrival.
Press sources reported that 30 returnees out of 42 Palestinians who attempted to enter the Gaza Strip on Monday evening were denied entry and sent back to the Egyptian side after being subjected to interrogation at more than one point during their return journey.
Israel was supposed to reopen the crossing during the first phase of the ceasefire agreement, which came into effect on October 10, 2025, but it reneged on this commitment.
Israel continues to violate the ceasefire agreement in force since October 10, 2025, resulting in the killing of 526 Palestinians, in addition to obstructing the entry of the agreed quantities of humanitarian aid into the Strip.
Since October 7, 2023, and with U.S. and European support, the occupation state has carried out what has been described as a genocide in the Gaza Strip, involving killing, starvation, destruction, displacement, and arrests, while ignoring international appeals and orders by the International Court of Justice to halt the actions.
The war has left more than 243,000 Palestinians killed or wounded—most of them children and women—over 11,000 missing, hundreds of thousands displaced, widespread famine that has claimed many lives, mostly children, and massive destruction that has erased most of Gaza’s cities and areas from the map.
