Russian newspaper Izvestia reported on Thursday, citing diplomatic sources, that Moscow will soon supply oil to Havana as “humanitarian aid,” at a time when the island is facing fuel shortages amid U.S. pressure.

According to the report, sources at the Russian embassy in Cuba said, “As far as we know, Russia will soon provide Cuba with oil and petroleum products as humanitarian assistance.”
Cuba is experiencing its worst energy crisis after Venezuela halted oil shipments under U.S. pressure, with Washington threatening tariffs on countries that supply oil to the island.
The Cuban government announced a series of emergency measures to address the crisis, including a four-day workweek, remote work in government offices and state-owned companies, and restrictions on fuel sales.
After shipments from Venezuela stopped following the arrest of President Nicolás Maduro in early January, U.S. President Donald Trump signed an executive order imposing tariffs on countries supplying oil to Havana.
Mexico, which had been supplying Cuba with oil since 2023, will also stop deliveries.
In recent days, several airlines announced the suspension of flights to Cuba due to difficulties in refueling aircraft.
