On Tuesday, the Senate passed two draft laws: the 2026 Draft Law Abolishing the Civil Consumer Corporation Law, and the 2026 Vocational Work Regulation Draft Law, introducing amendments to the latter regarding practice licenses and penalties for violators.

The Council approved the Draft Law Abolishing the Civil Consumer Corporation Law as referred by the House of Representatives, including all seven of its articles. This was accompanied by the Financial and Economic Committee's recommendation to safeguard the rights of the corporation’s employees under governing labor legislation, ensuring their interests are protected.
The Senate also approved the 2026 Vocational Work Regulation Draft Law after amending several provisions. Among these amendments is a clause allowing individuals with prior work experience gained before the law takes effect to obtain a practice license without sitting for exams, based on criteria to be outlined in forthcoming regulations.
The Senate referred the modified draft law back to the House of Representatives.
Key Pillars of the Vocational Work Regulation Draft Law
Graduate Practice Licensing: Requires graduates of vocational training institutions—including the Vocational Training Corporation, the National Company for Employment and Training, the Advanced Vocational Training College, and private vocational training firms—to obtain a practice certificate before entering the labor market.
Provider Licensing: Mandates that training centers, companies, and institutions delivering technical and vocational training secure an official operating license from the Ministry of Labor.
Program & Trainer Accreditation: Requires all vocational training programs and their respective instructors across various institutions to be accredited by the Ministry of Labor.
Under the bill, the Ministry of Labor will oversee, license, and regulate technical and vocational training providers, evaluate their performance, supervise program execution, manage vocational testing, and issue practice licenses to foster a supportive working environment in technical fields.
The draft law aims to structure the vocational labor market by enhancing inspection and oversight across all vocational establishments to ensure compliance with the law and its executive regulations.
