Gov’t boosts budget for inclusive disability support by JD919k

AMMAN — The government announced an increase in the 2024 budget for the Higher Council for the Rights of Persons with Disabilities (HCD). This year's budget has been raised by JD919,000, reaching a total of JD5.060 million, compared to the JD4.141 million budget in 2023.اضافة اعلان

Key adjustments include a JD114,000 increase in compensation for workers, covering natural salary increments, remaining vacancies, and new positions. Additionally, there is a 59 thousand rise in the goods and services category, along with a 43 thousand increase in other expenses to cover the costs of sign language interpreters and volunteers. There is also a JD703,000 boost in capital expenditures to implement the council's strategic plan.

The council's focus is on enhancing independent living, improving services for persons with disabilities, offering support through peer counseling, and overseeing the strategic plan for housing alternatives, as reported by Al-Ghad.

Furthermore, the council qualifies staff in integrated day centers under Article 28 of the Persons with Disabilities Rights Law No. 20 of 2017, developing accreditation areas and standards to apply best practices.

As part of its annual plan, the council will support partners to enhance independent living and the rights of persons with disabilities. Collaboration with relevant entities will build effective partnerships to empower and reinforce their rights in all aspects of life.

The council provides technical support to public and private sector institutions to offer sign language for the deaf. It supports the Ministry of Tourism, the Public Antiquities Department, and the Tourism Promotion Authority in preparing tourist and archaeological sites, training tourism workers on accessibility requirements for persons with disabilities, developing training plans and programs related to the rights and issues of persons with disabilities, and upgrading three private sector schools to become leading integrated institutions.

In the administration and support services for the rights of persons with disabilities, the council supports their organizations to become leaders in society. It aims to achieve an inclusive and supportive environment for their rights and develops a guide on addressing gender-based violence.

The council produces and develops films considering gender-based guidelines. It establishes a committee of disabled women to address their issues, implementing the results and recommendations of the annual report monitoring the situation and rights of persons with disabilities issued by the council in coordination with relevant entities.

According to its annual plan, the council proposes the general policy for the rights of persons with disabilities and their access to services, submitting it to the Cabinet for approval. It also suggests laws and regulations related to the council's tasks, offering technical support to ministries, government agencies, and national institutions in formulating their strategies, plans, and programs to ensure the inclusion of the rights of persons with disabilities.
