The Kremlin said on Monday that Moscow remains open to holding negotiations between Russian and Ukrainian delegations in Turkey, but the key conditions needed for such talks have not yet been met.

Dmitry Peskov, spokesperson for the Russian presidency, told reporters, “We remain open to such negotiations.”
Peskov also said a summit involving Russian President Vladimir Putin, U.S. President Donald Trump and Ukrainian President Volodymyr Zelenskyy would be possible only to “formalize the agreements that have been reached.”
“The idea of holding a summit between Presidents Putin, Trump and Zelenskyy was proposed a long time ago. Such a meeting would only be possible to formalize the agreements,” he said.
Peskov’s comments came after media reports said CIA Director John Ratcliffe had raised the idea of a trilateral summit between Putin, Trump and Zelenskyy during an unannounced visit to Moscow on August 25, in an effort to revive stalled diplomatic efforts to end the war.
