Minister of Planning and International Cooperation Zeina Toukan met with Odile Renaud-Basso, President of the European Bank for Reconstruction and Development (EBRD), in the presence of Mark Davis, Executive Director for the Southern and Eastern Mediterranean region, and Gretchen Berry, Director of the EBRD office in Amman and the Middle East.

Minister Toukan expressed her appreciation for the EBRD’s support and its ongoing commitment to Jordan’s development priorities within the framework of the country’s economic modernization vision, in addition to supporting private-sector projects and existing cooperation with the banking sector.
The minister discussed with the EBRD President the bank’s current project portfolio and future initiatives under its 2025–2030 strategy with Jordan, particularly in the water sector, including the National Water Carrier project, water loss reduction, and wastewater projects. Future priorities discussed also included renewable energy, green hydrogen, infrastructure, projects by the National Electric Power Company—especially substations—and education through public-private partnership school construction.
For her part, EBRD President Renaud-Basso highlighted the strong partnership with the Jordanian government, saying: “I am pleased to be in Jordan and to meet with Minister Toukan to discuss the Kingdom’s priorities and how the bank can support major national projects. The bank remains strongly committed to promoting private-sector development and driving sustainable economic growth through targeted investments and policy support.”
It is noteworthy that the EBRD’s cumulative investment portfolio in Jordan has grown to approximately €2.2 billion since 2012, supporting public and private sector projects across sectors such as electricity and renewable energy, water and wastewater, infrastructure, solid waste, transport, tourism, and pharmaceuticals. The private sector accounts for 73% of the bank’s financing, including local banks, providing project and SME financing, trade financing, as well as technical support and advisory services in sectors aligned with Jordan-EBRD cooperation priorities.
