The House has already approved, by majority vote, 18 out of the draft law’s 32 articles.

The Jordanian Council of Ministers had approved the new draft law during a session held on August 10, 2025. The bill establishes a modern legislative framework regulating gas sector activities and hydrogen derivatives in the Kingdom, while strengthening the national energy infrastructure.

The law covers multiple types of gas, including natural gas, biogas, biomethane, and hydrogen, reflecting legislative flexibility that accommodates the global shift toward clean energy.

The draft law regulates key gas-related activities, including import, transmission, distribution, storage, and wholesale and retail sales, within an integrated system that allows for shared or self-use of facilities.

It also enables the implementation of major and strategic economic projects and encourages investment in the sector through a clear regulatory environment and streamlined licensing procedures covering all project phases.

The new draft law is expected to contribute to accelerating the transition to natural gas by providing a governing legal framework and simplified procedures that support investment in transmission, distribution, and storage networks.

Additionally, the draft establishes clear mechanisms for calculating fees and grants license holders the freedom to sign investment and sales agreements within a transparent, fair, and competitive environment.
