During a legislative session on Sunday, the House of Representatives approved the draft amending law for the Universities Law of 2026.
The draft law aims to align university operations with institutional transformation and the core legislative shifts recently witnessed in Jordan's education sector. This follows the approved establishment of the Ministry of Education and Human Resources Development, which officially and legally succeeds both the Ministry of Education and the Ministry of Higher Education and Scientific Research.

The new draft law holds special significance as it serves as the primary reference for regulating education across higher education institutions. Aligning this draft law with the recently passed Education and Human Resources Development Law will directly improve educational quality, boost output efficiency, strengthen universities' roles in economic and social development, and enable them to adapt to global changes.
Among the key amendments is reducing the number of board of trustees members in public and private universities from 13 to 9. This change aims to improve decision-making efficiency and speed, positively impacting governance in higher education institutions through more efficient councils with clearer authorities.
The Cabinet had previously approved the draft law on May 24, as part of the transition to align legislation governing universities with the ongoing institutional restructuring of the education sector.
