Amended instructions regulating the standards and conditions for displaying tobacco products at points of sale for 2025 were published in the Official Gazette on Wednesday.

The new instructions require tobacco products to be placed in a location not visible to the public, or in an upper or side display unit exclusively at checkout points, provided that such display units are accessible only to the seller.
The instructions also prohibit the sale of tobacco products to persons under the age of 18, with age verification required through a national ID card or any official document proving age.
Under the instructions, upper and side display units must be covered with a black curtain that may be opened only by the seller at the time of sale. The placement of any writings or images related to tobacco products—including logos and brand trademarks—on all sides of the display units is prohibited. Retailers are required to display a warning statement indicating the dangers of smoking and the ban on selling these products to individuals under 18.
The instructions repealed the phrase “Ministry of Industry, Trade and Supply Law” contained in Paragraph (c) and replaced it with “Industry and Trade Law.”
They also repealed the phrase “and shall be closed on three sides and accessible only to the seller, provided that half of the lower front facade of the side unit is non-transparent” contained at the end of Paragraph (h), replacing it with the phrase “and shall be accessible only to the seller.”
In addition, Article (4) of the original instructions was amended by repealing the phrase “at a distance of no less than 250 meters from the outer wall of the establishment” and replacing it with “at a distance of less than 250 meters walking distance from the outer wall of the establishment.”
