Jordan’s Ministry of Investment, through the Public-Private Partnership Unit, has reissued a prequalification invitation for companies interested in implementing the development project for the Jaber Border Crossing, the main land crossing between Jordan and Syria, under a public-private partnership model.

The deadline for submitting prequalification applications is 4 p.m. on Tuesday, November 10, 2026.
The project aims to develop, upgrade and expand the crossing to enhance operational efficiency, improve services for travelers and freight traffic, and facilitate the smooth movement of vehicles and trucks across the Jordanian-Syrian border.
According to the ministry’s announcement, reviewed by Al-Mamlaka, the private-sector partner will be responsible for designing, constructing, financing, operating and maintaining the project under a partnership agreement. The project will include the development and modernization of existing facilities, as well as the establishment of supporting facilities and services.
The ministry seeks to select a private-sector partner through a competitive tender process in accordance with Public-Private Partnership Projects Law No. 19 of 2023 and the Public-Private Partnership Projects Regulation No. 9 of 2024.
The tender process will be conducted in two stages. The first involves receiving prequalification applications from interested companies and entities, assessing their qualifications and selecting a shortlist of applicants. The second stage will be limited to qualified applicants, who will be invited to submit technical and financial proposals to compete for implementation of the project.
The ministry set 4 p.m. on Tuesday, November 10, 2026, as the final deadline for submitting prequalification applications, in accordance with the requirements and procedures specified in the tender documents.
Interested parties were invited to request the prequalification documents through the email address designated for the project, providing the identity of the applicant and attaching a company registration certificate.
The ministry also announced that a public online briefing session will be held on Wednesday, October 14, 2026, at 3 p.m. to present information about the project and the prequalification procedures.
The ministry stressed that it reserves the right to amend, suspend or cancel the prequalification procedures at any time, adding that the reissued tender does not constitute an obligation to award a contract for implementation of the project.
