The transformation seeks to strengthen the bureau’s position as a credible oversight institution capable of supporting good governance, improving the management of public resources and maximising the impact of oversight in serving citizens.
Al-Hamadeen said the bureau is entering a new phase of development guided by a clear vision to advance oversight work by combining professional expertise, advanced data analysis and modern technology. This approach aims to increase the value of oversight, not only by identifying findings but also by helping improve institutional performance and anticipate future risks.
He stressed that the transformation depends primarily on the bureau’s workforce, describing employees as the main driving force behind its development. He highlighted the importance of investing in capacity-building, strengthening professional, digital and analytical skills, and creating a workplace grounded in knowledge, innovation and continuous improvement.
Strategic achievements reflect advanced institutional maturity
Al-Hamadeen reviewed progress in implementing the Audit Bureau’s 2024–2027 strategic plan, which serves as a comprehensive roadmap for developing its institutional and oversight operations. Cumulative progress has reached 94%, bringing the bureau close to completing the plan’s targets approximately one year and three months ahead of schedule.
He said this achievement reflects effective strategic planning, efficient implementation and a commitment to institutional priorities.
The plan has provided an integrated framework for strengthening the bureau’s institutional capabilities and future readiness through human-resource development, improved oversight outputs, stronger transparency and accountability, better communication with relevant stakeholders, and high-value audit and advisory work. These efforts aim to reinforce the bureau’s position as a modern oversight institution with a lasting impact.
Moving towards smart oversight: Data and artificial intelligence as drivers of the future
The meeting addressed the bureau’s plans to develop an oversight model that relies on technology and data as key enablers of modern auditing. The bureau is working to use artificial intelligence and data analytics to improve audit efficiency and the quality of oversight findings.
In this context, AI-powered auditing is one of the main paths towards transformation. It involves using artificial intelligence tools to analyse data, detect unusual patterns and risk indicators, and support faster, more accurate oversight decisions.
From traditional oversight to proactive and predictive auditing
Al-Hamadeen stressed that the future of oversight depends on the ability to anticipate risks before they occur. Predictive auditing shifts the focus from monitoring past events to analysing indicators and forecasting possible future developments, directing oversight resources towards areas that pose the greatest risks and have the most significant impact.
He also highlighted the importance of continuous auditing as a modern approach that enables ongoing monitoring of operations and data, allowing deviations and unusual indicators to be identified at an early stage. This can speed up responses and strengthen oversight effectiveness.
Smart Audit Platform and Auditor 4.0: Foundations of future oversight
Al-Hamadeen outlined plans to develop a unified Smart Audit Platform designed to improve integration between financial, oversight and operational data, while providing performance indicators and advanced analytics to support data-driven, knowledge-based decision-making.
He also stressed the importance of developing the Auditor 4.0 model, representing a new generation of auditors equipped with a combination of professional experience and digital and analytical skills to meet the demands of the modern oversight environment.
Independence and international standards to strengthen confidence in oversight
On strengthening the bureau’s independence, Al-Hamadeen reviewed efforts to develop its institutional oversight framework, improve operational efficiency, provide auditors with an independent working environment, expand oversight coverage, and support knowledge-building and the exchange of expertise.
The meeting also addressed the bureau’s efforts to keep pace with international standards and practices and to draw on professional assessments and reviews to improve institutional performance and advance its level of oversight maturity.
Towards more effective and sustainable oversight
Al-Hamadeen concluded by emphasising the continued development of the legislative framework, the strengthening of digital infrastructure and cybersecurity, the development of human resources, and improvements in the quality of oversight reports. These efforts aim to enhance the bureau’s ability to fulfil its national role efficiently and effectively.
He also affirmed that the bureau would continue monitoring national projects, developing internal audit units, strengthening oversight of government-owned companies and supporting the adoption of modern digital systems.
Among these initiatives is the Enterprise Resource Planning (ERP) system in local administration, which is intended to help entrench governance principles, improve public-sector management efficiency and enhance the quality of services provided to citizens.
