The Wall and Settlement Resistance Commission said Israeli forces and settlers carried out a total of 2,051 attacks against Palestinians, their land and property during September.
In a statement issued Friday, the commission said 1,404 of the attacks were carried out by Israeli forces and 647 by settlers, as settlement-related violence continued to target Palestinian communities and their ability to remain on their land.
The attacks were concentrated in Ramallah and Al-Bireh governorate, with 506 incidents, followed by Nablus with 342, Hebron with 272, Jenin with 202, Bethlehem with 187, Tulkarm with 152, and Jerusalem with 149.
The commission said the attacks collectively undermine Palestinians’ ability to remain on their land. Targeting Palestinians, damaging their property and crops, restricting access to land, and demolishing homes and agricultural structures increase the risks facing families while undermining their livelihoods and stability.
Continued Surge in Settler Violence
The commission said settlers carried out 647 attacks during September, including 240 in Ramallah and Al-Bireh, 129 in Nablus, 122 in Hebron, 48 in Bethlehem, 30 in Salfit, 28 in Jerusalem, 22 in Tubas and 17 in Jenin.
It said settler attacks resulted in the deaths of three Palestinians in September, bringing the number of Palestinians killed by settlers since the beginning of 2026 to 28.
The attacks also directly injured or otherwise harmed 88 Palestinians, including seven children and six women. Nablus recorded the highest number of affected Palestinians, with 33, followed by Ramallah and Al-Bireh with 20.
The commission said settler attacks on crops damaged 14,600 trees during September, including 9,334 olive trees. The affected trees included 9,839 in Jenin, 1,453 in Hebron, 1,068 in Nablus, 640 in Tubas, 587 in Bethlehem, 400 in Ramallah and Al-Bireh, 356 in Tulkarm, 197 in Salfit and 60 in Jerusalem.
The commission said settlers carried out 5,561 attacks against Palestinians, their land and property between the beginning of 2026 and the end of September, resulting in the deaths of 29 Palestinians.
21 Settlement Outposts Attempted
The commission said settlers attempted to establish 21 new settlement outposts during September, primarily in Ramallah and Al-Bireh, with 10 attempts, followed by Nablus with five. Two attempts were recorded in each of Jerusalem and Bethlehem, and one each in Hebron and Jenin.
It said the establishment of outposts is an initial stage in a process of taking control of land, beginning with the placement of tents and structures, the construction of roads and the provision of military protection. This can then progress to consolidating the outpost, providing services and infrastructure, connecting it to existing settlements, and seeking to formalize its status as a settlement recognized by the Israeli government.
The commission said the process facilitates expanded control over rural and grazing lands and areas between Palestinian villages, while connecting settlement sites and increasing the isolation of Palestinian communities and restrictions on access to their land.
Land Seizures and Orders Targeting Vegetation
The commission said Israeli authorities issued two military seizure orders during September targeting 9.108 dunums of Palestinian land: 1.61 dunums in Kafr Haris under Order 114/26 and 7.498 dunums in Qabatiya under Order 28/26.
It added that Israeli authorities issued seven orders to remove trees and vegetation covering a combined declared area of 560.604 dunums.
The orders covered 136.17 dunums in Deir Nidham under two orders, 307.48 dunums in Jenin and Qabatiya under two orders, 56.026 dunums in Kafr Malik, 29.39 dunums in Beit Ur al-Foqa and 31.538 dunums in Beit Rima.
The commission said areas covered by tree-removal orders are listed separately from land-seizure figures because such orders restrict land use and target vegetation and the livelihoods associated with it.
It also reported an adjustment to the blue line of the Kida settlement on land belonging to Jalud and Al-Mughayyir, adding 193.933 dunums and removing 15.068 dunums, for a net increase of 178.865 dunums.
The commission also recorded six announcements to register land in the names of Israeli companies in Beitunia and Deir Qaddis, covering a total of 138.533 dunums.
The total area seized since the beginning of the year has reached approximately 6,635 dunums of Palestinian land through military seizure orders, expropriation, declarations of state land and boundary expansions, according to the commission.
254 Structures Demolished
The commission said Israeli authorities carried out 62 demolition operations during September, affecting 254 structures. These included 89 occupied homes, six unoccupied homes, 13 livelihood-related structures, 133 agricultural structures and 13 other structures.
Hebron recorded the highest number of demolished structures, with 91, followed by Jerusalem with 60, Jenin with 44, Bethlehem with 20, Ramallah and Al-Bireh with 11, Salfit with nine, Tulkarm with eight, Jericho with six, Tubas with three and Nablus with two.
The commission said 12 demolition notices were also issued during the month, including three each in Jenin and Nablus, two each in Hebron and Jerusalem, and one each in Tubas and Tulkarm.
The demolitions directly affected 320 documented Palestinians, including 164 children and 64 women, according to the commission.
Plans for 3,821 Settlement Units
The commission said Israeli authorities advanced 16 plans in the West Bank and Jerusalem during September involving 3,821 housing units across 1,101.272 dunums. The plans were accompanied by a tender for 400 housing units and three infrastructure tenders in Jerusalem.
Outside the boundaries of the Israeli-controlled Jerusalem municipality, the West Bank accounted for eight plans involving 2,020 units across 1,009.182 dunums.
Three deposited plans covered 858 units on 210.897 dunums in the settlements of Talmon and Khirbet Kharsha, Oranit and Giv’at Ze’ev. Four approved plans covered 1,162 units across 795.395 dunums in Kfar Adumim, Rosh Tzurim, Ma’ale Shomron and Giv’ot. Another services plan in Beit Aryeh-Ofarim covered 2.89 dunums without listed housing units.
On September 22, 2026, Israeli authorities issued Tender 196/2026 for the construction of 400 housing units in the Karnei Shomron settlement under Plan 117/18.
In occupied Jerusalem, within the boundaries of the Israeli-controlled municipality, Israeli authorities announced eight plans dated September. Five deposited plans include 1,169 units across 50.2 dunums, while three approved plans include 632 units across 41.89 dunums.
The units are concentrated in plans for Talpiot, including 860 units near Umm Lisun and Sur Baher, 630 units in a residential renewal plan, and 308 units in the Armon Hanatziv neighborhood. The plans also include one additional unit in Ramot and two in Pisgat Ze’ev. The Jerusalem plans also include facilities and public institutions, including a services plan in Wadi al-Joz without residential units.
The commission said three tenders were issued in Jerusalem for development, paving and infrastructure work, including a road interchange at the Issawiya junction and development of public spaces in the Arnona neighborhood of the Talpiot settlement.
It said the continued advancement of housing plans alongside road and infrastructure projects strengthens links between settlement sites and expands their impact on Palestinian geography.
