U.S. Secretary of State Marco Rubio said that the 28-point peace proposal for Ukraine, presented last week, was drafted by Washington despite comments made by some members of the Senate.

Rubio wrote on X, “It was presented as a strong framework for the ongoing negotiations. But it is also based on previous and ongoing input from Ukraine.”
Senator Mike Rounds, a Republican, told reporters at a conference in Halifax earlier on Saturday that Rubio had called him and other members of the Senate, saying that the proposal was received by the United States and passed on to Ukraine.
Rounds added, “He made it very clear to us that we were recipients of a proposal delivered to one of our representatives. It is not our recommendation, nor is it our plan.”
