Prime Minister Jaafar Hassan has issued Circular No. (1) for the implementation of the General Budget Law for the fiscal year 2026.
The Prime Minister’s circular, reviewed by Al-Mamlaka, aims to ensure the proper implementation of the General Budget Law in a manner that achieves national goals and priorities, advances the second phase of the Economic Modernization Vision and the Public Sector Development Plan, enhances the efficiency and effectiveness of public spending, strengthens oversight mechanisms and procedures over public finances, and limits any excesses or violations that may arise during budget execution.
The circular also seeks to monitor and evaluate the performance of government departments and units through periodic reports issued by the government for this purpose.
Meanwhile, Minister of Finance Abdul Hakim Al-Shibli issued the financial order for the fiscal year 2026 for ministries, departments, and government units.
According to the financial order, reviewed by Al-Mamlaka, the Minister of Finance emphasized the provisions of Article (4/A) of the General Budget Law for the fiscal year 2026, which stipulate that spending from allocations designated for government departments shall be carried out based on general and/or special financial orders and through monthly financial transfers certified by the Director General of the General Budget Department.
The Minister also stressed the provisions of Article (15/A), which state that spending from allocations designated for government units shall be carried out based on general and/or special financial orders.
A Royal Decree was issued on December 21 approving the General Budget Law for the fiscal year 2026, as published in the Official Gazette.
