Minister of Finance Abdel Hakim Al-Shibli issued Financial Order No. 1 for the 2026 fiscal year, covering ministries, government departments, and public units.

According to the financial order, the minister reaffirmed Article 4(a) of the General Budget Law for 2026, which states that: “Expenditures from appropriations allocated to government departments shall be made based on general and/or special financial orders and through monthly certified financial transfers approved by the Director-General of the Department of the General Budget.”
He also emphasized Article 15(a), which provides that: “Expenditures from appropriations allocated to government units shall be made based on general and/or special financial orders.”
The Royal Decree approving the General Budget Law for the 2026 fiscal year was issued on 21 December, as published in the Official Gazette.
