The Lower House of Parliament, during its session on Sunday, approved the first article of the "Education and Human Resources Development Draft Law" after more than three hours of deliberation.

The law mandates the abolition of the Ministry of Higher Education and Scientific Research and the establishment of a new ministry to succeed both the Ministry of Education and the Ministry of Higher Education and Scientific Research under a new administrative structure.
In Article 1, the House maintained the title "Education and Human Resources Development Law," which will also serve as the name for the newly established ministry created under this legislation. This decision stood despite numerous proposals by MPs to modify the name to explicitly include "Higher Education."
Additionally, MPs amended the first article to delay the law's implementation, setting it to take effect 90 days after its publication in the Official Gazette, instead of the initially proposed 30 days.
