According to the statement, Shambari served as the Head of Operations within Hamas’s Military Intelligence Headquarters. He was reportedly responsible for preparing comprehensive operational assessments for the entire Gaza Strip in recent years and was considered a pivotal figure in gathering intelligence on Israeli military movements to direct and execute offensive plans. The military statement noted that he posed an "immediate threat" to forces operating in the region.
The statement further alleged that Shambari was actively involved in planning the October 7, 2023, infiltration into Israeli settlements.
The IOF clarified that its Southern Command forces remain stationed in the area, in accordance with the existing agreement, and will continue to operate to remove any immediate threats.
