The Board of Peace, chaired by US President Donald Trump, is set to unveil a $2.45 billion plan for Gaza’s early recovery, with 66 projects scheduled for implementation during the first six months of the post-war period, according to Axios.

The plan was developed over the course of a year by dozens of people from the 28-member Board of Peace and the Palestinian technocratic government. It covers temporary housing, rubble removal, hospital rehabilitation, economic recovery and the deployment of a multinational security force.
The plan estimates the physical damage in Gaza at approximately $35.2 billion, while full reconstruction and recovery are expected to require around $71.4 billion over the next decade.
Around $1 billion would be allocated to infrastructure projects, including $400 million for temporary shelters, $275 million for rubble and unexploded-ordnance clearance, $50 million for hospital rehabilitation and $30 million for road repairs.
The plan also includes repairing border crossings and electricity and water networks, deploying 25,000 portable solar-power systems, and permanently filling tunnels beneath locations needed for priority reconstruction projects.
Around $885 million would be allocated to security-related projects. This includes $275 million for a permanent site in Rafah capable of accommodating 5,000 personnel from the International Stabilization Force, and $140 million to recruit, train and equip a multinational security contingent.
Another $120 million would be allocated to the Palestinian police, while $20 million would fund a program to purchase weapons and ammunition from Hamas and other armed groups and safely dispose of them.
The plan also allocates approximately $300 million for healthcare, education and social-welfare programs.
According to Axios, the projects extend beyond emergency relief and include establishing a digital identity system, digital payments, 4G connectivity, electronic healthcare and education systems, grants to restart small businesses and a new investment fund for Gaza.
The plan faces political and financial challenges. Its implementation would require cooperation between Israel and Hamas, while the full $2.45 billion in funding has not yet been secured.
Board of Peace officials said the entire amount does not need to be secured immediately when the Palestinian technocratic government enters Gaza, expressing confidence that donor countries would provide the necessary funds once the political obstacles are overcome.
Representatives from 35 countries are expected to attend Wednesday’s Board of Peace briefing, including representatives from the European Union and several of its member states. Speakers are expected to include Jared Kushner, Steve Witkoff, Nickolay Mladenov and former British Prime Minister Tony Blair, among others.
