Palestinian-American human rights lawyer and legal scholar Noura Erakat was arrested during a public hearing in Palm Beach County, Florida, where residents were protesting the county’s investments of more than $1 billion in Israel bonds.

Erakat was among dozens of protesters who attended Tuesday’s Palm Beach County Commission budget hearing to challenge the county’s investment. Authorities later charged her with trespassing, a misdemeanor, and she was released on bail the following morning.
Video footage showed Erakat being led away in handcuffs from a government building while saying she was attempting to exercise her right to free speech. She later said police treated her roughly and held her for about two hours in a police vehicle before taking her to jail.
According to Erakat, County Mayor Sara Baxter imposed restrictions on public speakers, including reducing speaking time from three minutes to one minute and initially limiting speakers to county residents. She also said speakers were barred from discussing Israel bonds on the grounds that the issue was a policy matter rather than a budget matter. Several people were removed from the chamber after attempting to address the investment.
Erakat said her insistence on remaining in the chamber was met with what she described as racial profiling, arguing that the incident restricted public debate over a controversial financial and political issue.
Palm Beach County’s investments in Israel bonds exceeded $1 billion in January after the county purchased an additional $350.5 million in bonds. A taxpayer lawsuit challenging the investment was dismissed in July, with a judge ruling that the plaintiffs lacked standing to bring the case.
The arrest came amid broader disputes in the United States over protests concerning Israel and Palestinian rights. Erakat’s case has drawn criticism from organizations including the Council on American-Islamic Relations (CAIR), which condemned the arrest and said more than 100 residents attended the hearing to oppose the county’s proposed investment.
Tensions at the Palm Beach hearing also involved a retired military veteran who was removed after objecting to the investment while wearing his uniform. Commissioner Joel Flores told him, “You are an embarrassment to that uniform,” prompting reactions from people in attendance. The public-comment session was not resumed after the meeting was disrupted by the protests.
Erakat described her arrest over the protest as “completely absurd,” saying authorities were attempting to prevent public discussion of the county’s Israel bond investments. Former U.S. State Department official Charles Blaha, who was also involved in the protest, said the county halted the scheduled discussion and suppressed what he described as legitimate expression of opinion.
Erakat is a Palestinian-American lawyer, human rights scholar and professor at Rutgers University, specializing in law, human rights and the Palestinian issue. She previously served as legal counsel in the U.S. House of Representatives and has been involved in advocacy efforts concerning Palestinian rights.
