The Palestinian Government Media Center said in a statement that al-Awar's arrest comes despite a previous Israeli order barring him from entering the West Bank, part of a broader set of measures and restrictions Israeli authorities have imposed on Palestinian officials from Jerusalem.

Al-Awar, a lawyer and member of Fatah, has served as Minister of Jerusalem Affairs since March 2024 under Prime Minister Mohammad Mustafa's government. Israeli authorities barred him from entering the West Bank for six months on at least two prior occasions, most recently in January, citing what they described as activities undermining Israeli sovereignty over East Jerusalem.
